Shinjuku Ward Business Loans and Subsidies for 2026 — 14 Institutional Loans, a Ward Where You Choose by Purpose
What stands out about business support in Shinjuku Ward is the sheer granularity of its institutional loan menu. Beyond the basic working-capital and equipment loans, there are 14 purpose-specific programs covering IT adoption, environmental conservation, work-life balance, local industries (the dyeing industry and the printing and bookbinding industry), and reuse of vacant shopfronts in shopping streets. On top of that, the self-pay interest rate for startup financing is an extremely low 0.2% or less (the ward covers 1.9%). This article organizes the programs by purpose and covers the application sequence through to the bookkeeping and tax treatment after you receive the money.
First, the Big Picture — Think in Three Layers: National, Metropolitan, and Ward
Institutional Loans — the Interest Rate Depends on What You Use It For
Shinjuku Ward's institutional loans set interest rates and guarantee-fee subsidies in fine detail by purpose[Shinjuku Ward]. Even for the same equipment investment, if you're "buying IT equipment" or "installing energy-saving equipment," a dedicated program is more advantageous.
| Type of financing | Loan limit | Self-pay interest rate | Key points |
|---|---|---|---|
| Startup financing | ¥10M–¥20M | 0.2% or less | The ward covers 1.9%. ¥20,000,000 if you started as a sole proprietor less than 5 years ago. Half of the guarantee fee is also subsidized (up to ¥260,000) |
| Environmental conservation financing | ¥5,000,000 | 0.7% or less | The ward covers 1.4%; the guarantee fee is fully subsidized. Covers switching to renewable electricity, J-Credits, asbestos countermeasures, low-emission vehicles, and barrier-free renovations |
| Work-Life Balance Company Support financing | ¥5,000,000 | — | The ward covers 1.4%; guarantee fee fully subsidized. Requires the ward's WLB Promotion Company certification or a filed General Employer Action Plan |
| Information Technology Utilization Promotion financing | ¥5,000,000 | 0.7% or less | The ward covers 1.4%. For introducing IT equipment, etc. Half of the guarantee fee is subsidized |
| Small Enterprise financing | ¥7,500,000 | 0.7% or less | 20 or fewer employees (5 or fewer for wholesale/retail and service businesses) |
| Small Enterprise Special (Small-Lot) financing | ¥20,000,000 | 1.05% or less | Outstanding guaranteed-loan balance of ¥20,000,000 or less. The Tokyo Metropolitan Government subsidizes half of the guarantee fee (no cap) |
| Commercial and Industrial financing (working capital/equipment) | ¥15M–¥20M | 2.1% or less | No interest subsidy from the ward. Half of the guarantee fee is subsidized (up to ¥260,000) |
| Management Support financing | ¥5,000,000 | — | For cases where sales or operating profit over the most recent 3 or 6 months declined year-on-year |
| Store Renovation financing | ¥15,000,000 | — | For retail/service businesses that have run a store for at least 1 year. 8-year term |
| Technology and Business Innovation financing | ¥15,000,000 | — | Requires an approved Management Innovation Plan, or a business conversion/diversification within the past 2 years |
| Local Industry Promotion financing | ¥10M–¥15M | — | Dyeing industry or printing and bookbinding industry as the primary business, operating in the ward for at least 1 year |
| Shopping Street Vacant Store Utilization Support financing | ¥20,000,000 | — | Guarantee fee fully subsidized. For those renting a vacant store to start a business or open a shop, or real estate businesses leasing one out. Shopping-street association membership (or planned membership) required |
| Commercial and Industrial Year-End Special financing | ¥3,000,000 | 1.0% or less | Guarantee fee fully subsidized. Applications accepted October 1–November 30, 2026 |
| Debt Consolidation financing | ¥20,000,000 | — | For cases where consolidating 2 or more of the ward's institutional loans reduces the monthly repayment amount. Half of the guarantee fee is subsidized (up to ¥400,000) |
Choosing by purpose makes a difference: borrowing ¥5,000,000 over 5 years
Commercial and Industrial financing (self-pay 2.1%): interest comes to roughly ¥270,000
Environmental conservation financing (self-pay 0.7%, guarantee fee fully subsidized): interest comes to about ¥90,000 plus zero guarantee-fee burden
→ If your plan involves switching to renewable electricity or installing energy-saving equipment, simply choosing the environmental conservation financing works out to a difference of nearly ¥200,000.
The basics are: ① corporations must have their head office registered in the ward for at least 1 year, and sole proprietors must have operated in the ward for at least 1 year (starting a business elsewhere in Tokyo is also allowed if you've lived in the ward for at least 1 year); ② at least 1 tax filing period of confirmed tax return history; and ③ no arrears on resident tax or business tax. Applications go through an appointment-only interview, after which an introduction letter is issued for you to take to a participating financial institution. The credit guarantee-fee subsidy can be claimed within 5 years of the date you paid the guarantee fee, so it's worth checking whether you have any past claims you forgot to file.
Energy-Saving and Energy-Generation Subsidies (for Business Premises)
| Target | Subsidy rate / cap | Key points |
|---|---|---|
| Solar power generation | Up to ¥800,000 | ¥100,000 per kW. Businesses using renewable energy get an additional 70% coverage, up to ¥500,000 |
| LED lighting | Up to ¥250,000 | 50% subsidy |
| High-efficiency air conditioning | Up to ¥250,000 | 50% subsidy |
Applications are accepted in separate rounds, and the second round runs from August 17 to October 16, 2026. This is a reimbursement-style program where you apply after construction and payment are complete, the reverse order from programs in other wards (such as Chiyoda and Minato) that require applying before construction begins. Getting this order wrong means you won't be able to receive the subsidy, so be careful[Shinjuku Ward].
If You're Starting a Business — You Can Get the Certificate Even Through a Video Seminar
Shinjuku Ward's Specified Startup Support Business offers several routes — a video seminar, the startup school at the Takadanobaba Startup Support Center, and seminars run by the Shinjuku branch of the Tokyo Chamber of Commerce and Industry — and the certificate is issued once you complete the required number of sessions (3 business days after acceptance)[Shinjuku Ward]. Because the video seminar can be taken at any time, it's a realistic option for anyone who had given up on the certificate due to scheduling conflicts.
- The registration and license tax for incorporating a company is cut in half (0.7% → 0.35%)
- The startup-related guarantee limit from the Credit Guarantee Corporation is expanded
- You become eligible for the national Small Business Sustainability Subsidy's startup track (up to ¥2,000,000)
The ward also runs an incubation facility called the Takadanobaba Startup Support Center, offering low-cost office space, coworking, and a startup school. The "Shinjuku Business Station" (4th floor of BIZ Shinjuku), opened in August 2025, is a new one-stop window that jointly runs management consultations, startup consultations, expert dispatch, and seminars. For the overall picture of business-opening procedures, see our guide to starting a sole proprietorship.
Other Support, and Points to Watch
- Interest subsidy for Maruke Loans — Small businesses using the Japan Finance Corporation's Maruke Loan receive a subsidy of 30% of the interest paid (for the 1st through 36th installments). The contact point is the Shinjuku branch of the Tokyo Chamber of Commerce and Industry.
- Shopping street support — The "Subsidy for Vibrant and Environmentally Friendly Shopping Street Support Projects" supports events, community-strengthening initiatives, and LED conversion of street lighting.
- Safety-net guarantee certification — Covers categories 1 through 8. Mail applications are not accepted — visits only (by appointment), at the 4th floor of BIZ Shinjuku.
Several private websites carry articles introducing Shinjuku Ward's Management Strengthening Support Project Subsidy (subsidy rate 4/5 to 10/10, up to ¥1,400,000), but as of September 2026 we were unable to access an official ward page and could not verify the fiscal 2026 details with primary sources. The most reliable way to check whether the program exists, its amount, and its application period is to contact the ward's Industry Promotion Division (03-3344-0702) directly, or wait for an update to the ward's subsidy list page. Because our policy is not to publish figures we cannot confirm officially, we do not show an amount here.
[Most Important] Bookkeeping and Taxes After Receiving a Subsidy
① Corporate/Income Tax — Recording as Income Is the Rule; Compressed-Entry Accounting for Equipment
Subsidies are included in taxable income (gross income, for sole proprietors) for the fiscal year in which they are received. The portion used to acquire fixed assets can have its taxation deferred through compressed-entry accounting (Corporation Tax Act Articles 42–44). In Shinjuku Ward's case, the energy-saving subsidies (solar ¥800,000, LED ¥250,000, high-efficiency air conditioning ¥250,000) involve acquiring equipment, so they are candidates for compressed-entry accounting.
The requirements are: ① it is confirmed that repayment is not required; ② the subsidy was used to acquire or improve a fixed asset; and ③ prescribed information is entered on the tax return. If confirmation that repayment is not required is delayed to the following period, it is handled through a "special reserve account." Sole proprietors must attach a "Statement Concerning the Exclusion of National Subsidies, etc. from Gross Income"[National Tax Agency No.2202].
② Consumption Tax — Not Taxable, but a "Repayment" Can Occur
Subsidies themselves are outside the scope of consumption tax, but if you claim an input tax credit for the consumption tax on subsidized expenses, you may be required to repay that portion. This applies only to taxable businesses using the general (standard) taxation method — simplified-taxation businesses and tax-exempt businesses are unaffected. A rough guide is 10/110 of the subsidy amount. To determine which taxation method applies to you, see our article on the difference between simplified and standard consumption tax.
③ Loans and Interest Subsidies — a Point That Matters Especially in Shinjuku Ward
Since institutional loans are the core of Shinjuku Ward's support, understanding this point is important.
- Borrowed funds — Not income, so not taxed. Interest paid is deductible as an expense.
- Interest covered by the ward (interest subsidy) — In principle, recorded as income as an economic benefit. However, since an equal amount of interest is recorded as an expense, the practical impact is small.
- Credit guarantee-fee subsidy — Guarantee fees should, in principle, be allocated as an expense over the guarantee period (treated as a prepaid expense). Even when you receive the subsidy, the timing of recording it as income and the timing of recording the guarantee fee as an expense can diverge, so check this at closing time.
- The guarantee-fee subsidy can be claimed for up to 5 years back — Since you can apply within 5 years of the payment date, if you have past claims you missed, pay attention to which fiscal year you record the income in.
How the Year Unfolds — the Application Calendar
- Year-round: Institutional loans. Appointment-only interview → introduction letter → financial institution. Choosing financing that matches your purpose lowers the interest rate.
- April and fall: the Tokyo Metropolitan Government's Startup Grant (up to ¥4,000,000). Each application window runs about 10 days.
- Spring and summer: each round of the energy-saving subsidy. The second round runs August 17–October 16, 2026. Apply after payment is complete.
- October 1–November 30: applications for the Year-End Special financing (guarantee fee fully subsidized).
- Anytime: the startup certificate via the video seminar. Can be obtained without being tied to a schedule.
- Closing period: check the recording of compressed-entry accounting and the interest/guarantee-fee subsidies.
Summary
- Shinjuku Ward offers 14 types of institutional loans by purpose. For the startup fund, the borrower's own burden is 0.2% or less, with the ward covering 1.9%.
- Borrowing 5 million yen for five years works out nearly 200,000 yen cheaper with the Environmental Conservation Fund than with the Commerce and Industry Fund.
- The credit guarantee fee subsidy can be applied for within five years of payment, so past claims you missed can still be recovered.
- The solar power grant for business premises is up to 800,000 yen. It is a reimbursement-style grant applied for after construction and payment are complete; the second round runs August 17 to October 16, 2026.
