Miyagi Prefecture's EV (electric vehicle) subsidy policy changed course in fiscal 2026 (Reiwa 8). The prefecture dropped vehicle purchase subsidies from its program and shifted to the "equipment side" — V2H and storage batteries (the only EV-related item left is 40,000 yen for V2H). Sendai City likewise has no vehicle subsidy for individuals; what it offers is an equipment-type subsidy for V2H installation covering one-third of the cost, up to 200,000 yen (linkage with solar power required). For the vehicle itself, the national CEV subsidy (up to 1.3 million yen for EVs) is the mainstay, and only a few municipal slots remain, such as Tome City's 50,000 yen. This article sorts out the practical options in Miyagi.

Think of Miyagi's EV Subsidies as a "Two-Story" Structure

1st floor: National

CEV Subsidy (the main player for purchases)

A national subsidy available to individuals and corporations alike. It offers the largest amounts, such as up to 1.3 million yen for EVs in FY2026.

2nd floor: Municipal

Sendai is equipment-type (V2H); Tome has few slots left

Sendai City offers up to 200,000 yen for V2H (solar linkage required) and no vehicle subsidy. Tome City's 50,000 yen has 8 slots left (as of July).

The prefecture?

The prefecture ended its EV vehicle subsidy

EVs and PHVs were removed from the FY2026 (Reiwa 8) smart-energy housing subsidy, leaving 40,000 yen for V2H as the only EV-related item.

"Up to 1.3 million yen" is a cap. The actual amount is determined per model based on evaluations such as the vehicle's environmental performance. Applications close once the budget runs out, and a subsidized vehicle carries a mandatory holding period of, in principle, 4 years; disposing of it within that period may require repaying the subsidy. Check the exact amount for the car you are buying in the figures published by the Next Generation Vehicle Promotion Center.

[Miyagi Prefecture] Vehicle Subsidy Ended — a Shift to "V2H and Equipment"

Miyagi Prefecture's "Smart Energy Housing Promotion Subsidy" removed EVs and PHVs from its list of eligible equipment for FY2026 (Reiwa 8), so the prefectural subsidy for the vehicle itself has effectively ended. The only EV-related item remaining is 40,000 yen for V2H charge-discharge equipment (there is information on a separate prefectural subsidy for FCVs, but confirm the FY2026 details on official sources).

The accurate way to read this is that the roles have been split: "the national government covers the vehicle; the prefecture and cities cover home-side equipment." For the vehicle itself, the national CEV subsidy (up to 1.3 million yen for EVs, 580,000 yen for kei EVs) is the mainstay.

[Municipalities] Sendai: V2H up to 200,000 Yen / Tome: 50,000 Yen (Few Slots Left)

CityStatus in FY2026
Sendai CityNo subsidy for individuals for the vehicle itself. For individuals, the program covers household V2H charge-discharge equipment: one-third of the cost, up to 200,000 yen (linkage with solar power is required). Applications accepted until December 15, 2026
Tome City50,000 yen for new EVs, PHVs, and FCVs (20 vehicles planned). 8 slots remaining as of July 22, 2026. Requires an expected use period of at least 4 years from first registration

If you live in Sendai and are considering installing V2H, the 200,000 yen cap is high even by national standards. Since solar linkage is a mandatory requirement, plan starting from your home's equipment configuration.

Also Check EV "Taxes" (Automobile Tax Reductions)

Separately from subsidies, EVs are exempt from the environmental performance levy of the automobile tax (the FY2026 tax reform also decided to abolish the levy itself), and the following year's automobile tax (type-based levy) is reduced by roughly 75% under the green tax special measure. See EV taxes and the 2026 automobile tax reform for details.

Are Subsidies Taxable?

EV subsidies received by individuals are treated as occasional income (ichiji shotoku). Because there is a special deduction of 500,000 yen per year, no tax arises if your occasional income for the year, combined with other such income, is 500,000 yen or less. Combining national and municipal subsidies usually stays within this range, but watch the total in a year when you receive several large subsidies. Business use is treated differently, so consult a tax accountant or other professional.

What to Do Today

What to do today

  1. Check the national CEV subsidy amount for your candidate model in the Next Generation Vehicle Promotion Center's list (your car's actual amount, not "up to 1.3 million yen")
  2. Search "EV subsidy" on your municipality's official website; in Miyagi, vehicles and V2H are handled by separate programs, so check the remaining budget and application status
  3. Build your application schedule backward from the delivery date (check three things: registration date, application deadline, and budget exhaustion)

FAQ

Q. I live in Sendai City. Is there a subsidy for the EV itself?

A. Sendai City has no subsidy for individuals for the vehicle itself. The national CEV subsidy (up to 1.3 million yen for EVs) is the mainstay. For V2H charge-discharge equipment, the city subsidizes one-third of the cost up to 200,000 yen, with linkage to solar power as a mandatory condition.

Q. Why did the prefectural subsidy end?

A. EVs and PHVs were removed from the FY2026 (Reiwa 8) smart-energy housing subsidy because the prefecture shifted its focus to home-side equipment such as solar power, storage batteries, and V2H. The roles are now split: the national government covers vehicles, while the prefecture and cities cover equipment.

Q. Can I still get Tome City's 50,000 yen?

A. As of July 22, 2026, the city announced that 8 of the planned 20 slots remain. It is first-come, first-served, so if you have decided to buy, check the application status with the city office and apply early.

Q. I have no plans to install V2H. What can I use?

A. You can use the national CEV subsidy and the automobile tax reductions (exemption from the environmental performance levy and a roughly 75% reduction of the type-based levy). Municipal vehicle subsidies are very limited, so check your municipality's official website.
