Setagaya Ward's Loans and Subsidies for Businesses in 2026 — A Ward Known for Remarkably Low Interest Rates

Setagaya Ward's business support stands out for the low interest rates on its loan referral program. Borrowers pay only 0.1% a year on the Emergency Special Loan, and 0.2% a year on the Energy-Saving Measures Loan and the Startup Support Loan — the Ward absorbs most of the nominal interest by design. Cash subsidies, on the other hand, often reach their budget cap and close in the first half of the fiscal year, so it is common to find out about a program only after it has already ended. This article lays out the real figures, the programs you can still apply for right now, and the accounting and tax treatment after you receive a subsidy.

Loan Referral Programs — Borrower Rates From 0.1% to 0.6%

Setagaya Ward's loan referral programs are built so that the Ward covers most of the nominal interest rate. For example, the Emergency Special Loan carries a nominal rate of 2.1%, of which the Ward covers 1.8%, so the borrower pays only 0.1%[Industrial Promotion Corporation].

How much you can lose by choosing the wrong loan: borrowing ¥20,000,000 over 7 years

General Business Loan (2.2% borne): interest of roughly ¥1,550,000
Small-Scale Business Loan (0.3% borne): interest of roughly ¥210,000

→ A difference of about ¥1,340,000. If you have 20 or fewer employees, you qualify for the Small-Scale Business Loan, so work through the programs you're eligible for in order before anything else. Starting with the "General Business Loan," which has the loosest requirements, is the most costly choice you can make.

In practice, it takes about 3 months from interview to loan

The contact point is the Setagaya Industrial Promotion Corporation, Business Division, Management Support Section (4th floor, Setagaya Industry Plaza; 03-3411-6603), and consultations are booked in one-hour slots. For the Startup Support Loan in particular, you can expect roughly four interviews with a certified SME management consultant, and about three months from the first interview to the loan decision. Unless you plan backward from your opening date, you may not get the funds when you need them. As of April 1, 2026, 22 financial institutions across 160 branches handle these loans.

Subsidies — What You Can Still Apply for, and What Has Already Closed

Setagaya Ward's cash subsidies are modest in amount, but many reach their budget cap and close in the first half of the fiscal year. Here is an honest snapshot as of September 2026.

Intellectual Property Rights Acquisition Support Subsidy1/2, up to ¥200,000Closed after reaching its budget cap. Roughly 12 grants were planned. Covered patent fees, registration fees, and patent attorney fees
The environmental certification subsidy is worth a look

Obtaining ISO9001 or ISO14001 certification often costs more than ¥1,000,000 in combined consulting and audit fees. Getting back half of that, up to ¥650,000, is a large amount compared with the mostly small subsidies in this Ward. And because the deadline of October 30 falls in the second half of the fiscal year, there is still time to apply. Contact the Industrial Promotion Corporation at 03-3411-6613.

In Setagaya, winning a subsidy comes down to "can you move in April"

Both the Small and Medium Business Management Support Subsidy and the Intellectual Property Rights Acquisition Support Subsidy closed after reaching their budget caps. HOME/WORK BOOSTER and the Social Business Support Subsidy also had a June 1 deadline. The larger the subsidy, the more concentrated it is in the first half of the fiscal year, so if you're aiming for next fiscal year, you should draft your business plan in March and submit it the moment applications open in April.

Starting a Business — The Certificate and the Locations

Setagaya Ward's Specified Startup Support Program issues a certificate to those who complete an ongoing course covering four areas — management, finance, talent development, and market development (typically about one week). Partner institutions span the Industrial Promotion Corporation, Setagaya Shinkin Bank, Showa Shinkin Bank, the Japan Finance Corporation's Shibuya Branch, the Setagaya Chapter of the Tokyo Chamber of Commerce and Industry, and Komazawa University, among others[Setagaya Ward].

  • Registration and license tax for incorporating a stock company is cut in half (from 0.7% to 0.35%)
  • A 0.4% interest rate discount on Tokyo's startup loan
  • Eligibility for the Tokyo SME Support Center's Startup Grant (2/3, up to ¥4,000,000)
  • Eligibility for the national government's Sustainability Subsidy, startup type
Don't mix up the names of the locations

SETAGAYA PORT, a name often mentioned in Setagaya's startup support, is not a specific building — it's a platform-style initiative connecting companies, startups, freelancers, and universities (inquiries: Economic and Industrial Affairs Department, Economic Affairs Section, 03-3411-6644). The actual industry activation hub is HOME/WORK VILLAGE (in Ikejiri), built on the former site of Ikejiri Junior High School, which houses coworking space, small offices, and an accelerator program. The contact point for loans and management consultations is the Setagaya Industry Plaza in Sangenjaya (2-16-7 Taishido). Confuse the three, and you may show up at the wrong place for what you need to do.

[Most Important] Accounting and Tax After You Receive a Subsidy

Setagaya Ward's support is centered on loans, with subsidies playing a small role. That means the tax focus here differs slightly from other wards.

1. Corporate and Income Tax — Compressed Entry Accounting for Purchased Equipment

In principle, a subsidy is included in taxable income (gross revenue for sole proprietors) for the fiscal year it is received. For the portion used to acquire fixed assets, you can defer taxation using compressed entry accounting (Corporate Tax Act Articles 42–44). In Setagaya's case, equipment-related subsidies such as the productivity equipment support under the Small and Medium Business Management Support Subsidy (up to ¥400,000) can qualify.

Requirements and procedure

The requirements are: (1) it must be confirmed that the subsidy does not need to be repaid; (2) the subsidy must have been used to acquire or improve a fixed asset; and (3) the required entries must be made on the tax return. If confirmation that repayment is not required slips into the following period, it's handled with a "special reserve." Sole proprietors must attach the "statement of non-inclusion of national/local government subsidies in gross income"[National Tax Agency No.2202].

2. Most of Setagaya's Subsidies Can't Use Compressed Entry Accounting

Many of Setagaya's subsidies — certification costs, exhibition fees, and expenses for carrying out an expert-supported business plan — cover expenses that don't create a fixed asset. In that case, compressed entry accounting is not available, and the full amount is included in taxable income the year you receive it.

Watch the timing gap: receiving ¥650,000 for ISO certification

Say you pay ¥1,300,000 in certification costs this fiscal year, and the ¥650,000 subsidy is deposited the following fiscal year. This year shows only the ¥1,300,000 expense; next year shows only the ¥650,000 income. When the periods don't line up, profit can spike in the year the subsidy arrives.

→ If the grant decision falls within this fiscal year, the general rule is to record it as accounts receivable and recognize the income this year, matching it to the expense. Check the date on the grant decision notice before closing your books.

3. Consumption Tax — Outside Its Scope, but a "Repayment" Can Occur

Receiving a subsidy is outside the scope of consumption tax, but if you claimed the input tax credit on the consumption tax portion of subsidized expenses, you may be required to repay that portion. A rough guide is 10/110 of the subsidy amount. This applies only to taxable businesses under the general (principle) method — businesses under the simplified method and tax-exempt businesses are not affected. See our comparison of the simplified and general (principle) consumption tax methods to check which applies to you.

4. Interest Subsidies and Guarantee Fees — The Biggest Tax Point in Setagaya

  • Borrowed money is not income, so it isn't taxed. Interest paid is a deductible expense.
  • Interest covered by the Ward — Setagaya runs several programs where, say, the Ward covers 2.0 points of a nominal 2.2% rate. In principle, this economic benefit should be recognized as income, but because an equal amount of interest is also recorded as an expense, the real-world effect is small. Still, record both sides in your books so you can explain it later if a bank or the tax office asks.
  • Credit guarantee fees — even if paid in a lump sum, the general rule is to allocate the expense (as a prepaid expense) over the guarantee period. If you receive Tokyo's 2/3 guarantee-fee subsidy on the Startup Support Loan, the timing of recognizing that subsidy as income and allocating the guarantee fee as an expense won't line up perfectly.

How to Time It — An Annual Application Calendar

  1. March: Draft the outline of your business plan ahead of next fiscal year's subsidies. In Setagaya, the common pattern is opens in April, closes in June, or closes early once the budget is exhausted.
  2. April – June: Small and Medium Business Management Support, Intellectual Property Rights Acquisition Support, HOME/WORK BOOSTER, and Social Business Support. This is peak season.
  3. April – October 30: Environmental Certification Utilization Promotion Subsidy (up to ¥650,000). One of the few programs that stays open into the second half of the fiscal year.
  4. July and September: SETA LIGHT Rounds 1 and 2 (Round 2 runs through October 14, 5:00 p.m.).
  5. Year-round: All 10 loan referral programs. The startup loan involves about 4 interviews over roughly 3 months, so plan backward from your opening date.
  6. At closing: Check whether compressed entry accounting applies, whether there's a gap between the grant decision date and the deposit date, and how guarantee fees are being allocated.

Summary

  • In Setagaya Ward, the borrower's burden for referral loans is 0.1% to 0.6%: 0.1% for the emergency special loan, 0.2% for energy-saving and startup loans.
  • Borrowing 20 million yen for seven years, the interest difference between the Business Fund (2.2%) and the Small-Scale Fund (0.3%) is roughly 1.34 million yen.
  • The startup support fund typically requires four interviews, taking about three months until the loan decision — plan backward from your planned opening date.
  • Many cash subsidies close in the first half of the fiscal year. The environmental certification grant (up to 650,000 yen) runs until October 30, Reiwa 8 (2026); the second round of SETA LIGHT closes at 5 p.m. on October 14.
  • Subsidies for expenses that are not fixed assets, such as certification fees, cannot use compressed-entry accounting and are recorded entirely as income in the year received.
