Do electric motorcycles get subsidies? Japan's national CEV subsidy and local top-ups
With tougher emission rules ending production of gasoline 50cc mopeds, commuters and delivery riders in Japan are switching to electric motorcycles (EV bikes). What many people miss is that electric motorcycles are covered by the same "CEV subsidy" as electric cars, and when you stack a municipal top-up on it, Tokyo offers support of up to ¥480,000. "I knew about the EV-car subsidy, but I had no idea motorcycles qualified too" is a common reaction in this field. The national CEV subsidy — fixed amounts per model
The CEV subsidy (Clean Energy Vehicle purchase subsidy) is a program of the Ministry of Economy, Trade and Industry (METI) that covers not only EVs and PHEVs but also electric two-wheelers (Class 1 and Class 2 moped categories). It is administered by the Next Generation Vehicle Promotion Center (NeV), and the amount is a fixed sum per model and grade, published in the official list of eligible vehicles[NeV].

The crucial step is to confirm before buying that the model you want is on the list. Even within the same manufacturer, some models are listed and some are not — an unlisted model gets nothing. Tokyo pays up to ¥480,000 — the biggest when combined with the national subsidy
The most generous municipal top-up is the Tokyo Metropolitan Government's electric motorcycle promotion program[Cool Net Tokyo].

In practice, top-up subsidies for electric motorcycles are run municipality by municipality, not prefecture-wide, and each one differs. Program names also vary — "electric vehicle adoption support", "zero-emission vehicle promotion" and so on — and you often cannot tell whether two-wheelers are included without reading the guidelines.
There are two fast routes to find them.
- Check the Next Generation Vehicle Promotion Center's nationwide list of local government subsidy programs[NeV]. It organizes local support measures by prefecture, and two-wheeler programs can be traced from there.
- Search our subsidy database combining "bike" or "two-wheeler" with your municipality's name. Past adoption records give you a good idea of which municipalities run a program every year.
Municipal subsidies run on single-year budgets, and mid-year cutoffs and next-year discontinuations happen routinely. Just like the prefecture-level EV-car subsidies (see our 47-prefecture list), "it existed last year" proves nothing about this year. Before committing to a purchase, confirm three things in the current year's guidelines: (1) are two-wheelers covered, (2) are individuals eligible, and (3) are applications open.
Three pitfalls that commonly disqualify you
- Electric kick scooters ("specified small mopeds") — the national CEV subsidy only covers models on the eligible-vehicle list, and specified small mopeds are off the list as a rule. A few municipalities include them in their own programs, so check your local guidelines if you are counting on it.
- Used vehicles — the national CEV subsidy is for new vehicles only. Used electric motorcycles get nothing.
- Fully electric bicycles and pedal-assist e-bikes — pedal-assist bicycles are a different category and are not covered by the CEV subsidy (some municipalities have their own grants, for example for families raising children).
A purchase subsidy received by an individual is treated as occasional income for tax purposes. Together with other occasional income, no filing is needed within the ¥500,000 annual special deduction, so a motorcycle-sized subsidy is usually nothing to worry about.
